Ava is from the UK and has been working as a nurse for over 20 years. But after working at the hospital there for more than a decade, he said he was helpless when he encountered violence there.
“When we thought enough was enough and my career was going nowhere … and the aggressive work life was no longer working, we turned our attention to Australia,” he said.
Ava worked in Australia as a short-term contract worker before she and her family moved permanently. He now lives in Queensland and has worked throughout the Covid-19 pandemic.
“I have more money here than in New Zealand,” he said. “It’s not my biggest advantage to staying competitive, but I know it’s a big boost for other nurses who are sick from New Zealand to Australia.”
A Day In The Life
When the NSW government announced a $4.5 billion commitment in early June to increase the state’s health workforce by more than 10,000 over four years, the news caused a chill in the Tasman.
Nursing Association of New Zealand chief executive Paul Goulter expressed concern that the job fair, which employs 7,500 doctors, nurses and allied health workers over the next 12 months, will cost Australia more workers. .
“While there’s still a lot of nurses and other health workers going back and forth, we do feel it’s pretty bad here and we’ve probably lost more than we’ve ever had,” Goult told Radio NZ.
Other Australian states have launched similar campaigns to attract foreign health workers. The Queensland government announced this week that it would focus on recruiting foreign doctors and nurses, while the Western Australia campaign that ended this month included a re-payment of $5,000 for travel to Perth.

For years, health workers have traveled internationally for higher salaries, better working conditions or the appeal of a different lifestyle. But as countries focus on international investment efforts to ease the country’s crisis, experts warn that inequalities that exist amid a shortage of health workers could grow.
The Covid-19 pandemic has put pressure on health systems around the world. The World Health Organization estimates that as many as 180,000 health workers died from Covid-19 between January 2020 and May last year.
More than 75 countries have adopted regulatory measures to facilitate the recruitment of international health workers, said WHO Director of Health Workers James Campbell.
“The long time to finance health means that when additional demands are placed on the health system, they are not equipped to respond,” he said. “Many … countries around the world have had to quickly look for additional investment opportunities.”

Even before the pandemic, there was a severe shortage of health professionals. A WHO report estimated a shortage of 5.9 million nurses in 2018, making up the majority of the health workforce, about 59%. The report also found that one in eight nurses worldwide work in a country other than their place of birth.
Howard Catton, chief executive of the International Council of Nurses, which represents more than 130 nursing associations, said the United States, the United Kingdom, Germany, Finland, Australia and New Zealand were the countries with the highest number of nurses immigrating.
He said India and the Philippines – “intentionally training more nurses than they need” – have long been sources of large numbers of immigrant nurses.
ICN noted that the pandemic has increased demand for nurses in destination countries, with the number of nurse vacancies nearly doubling in Canada and the United Kingdom.

The influx of investors into rich countries could exacerbate pre-pandemic inequalities, Caton said. “If you look at the statistics on the number of nurses per capita…you see a tenfold or more difference between low- or lower-middle-income countries and high-income countries.”
Those numbers range from 10 to 15 nurses per 10,000 in African and Southeast Asian countries to more than 100 per 10,000 in the US or UK, Catton said. “If you’re a high-income country and you don’t have enough nursing education to meet your own needs, and you choose to hire from elsewhere to meet those needs…you’re lowering the cost of that nurse’s education.”
But the migration of health workers “is not unique from the global South to the global north,” Campbell said, noting that changes have also occurred in OECD countries.
Dana*, who works for an international nurse recruitment agency in Australia, said most of the health workers she met were immigrants from the UK and Ireland, many of whom had previously worked in Covid wards or intensive care units.

“There are more opportunities here as well. The healthcare system [in Australia] is not perfect, so being a nurse here is not as difficult as it is [in Australia], especially in times of Covid.”
Before the pandemic, WHO estimated that by 2030 there would be a shortage of 18 million health workers – most of them in low- and lower-middle-income countries.
Burnout of vulnerable healthcare workers may exacerbate the problem. ICN estimates that another 3 million nurses could be out of work due to Covid-19 and is concerned about an increase in global industrial activity.
Caton said the growing and aging population will require more investment in health systems to handle future growth in healthcare demand.

“We believe that all countries should aim for self-sufficiency,” he said. “It’s not that people can’t travel and travel, it’s that … we want to see countries plan to have enough nurses to meet their needs.”
