In order to ensure the implementation of the “Strategy for the Development of the Construction Industry of the Russian Federation until 2030” and the UN Sustainable Development Resolution, it is necessary to develop new strategic management initiatives. They should enable authorities to make comparisons between cities, taking into account specific cities and their objects against the background of other similar development processes. In this paper, the authors propose strategic initiatives for managing urban facilities. In particular, the authors’ approach to the assessment of the sustainability of the city’s residential and social services has been proposed. According to the authors, residential and communal city service objects mean capital construction objects in various forms of reproduction. In addition, the article examines both residential buildings and facilities as well as communal services. The authors’ approach consists in the continuous assessment of the city’s housing and communal services objects at different stages of their operation. To do this, the authors use several types of analysis: post-analysis, pre-analysis and prospective analysis. For each type of analysis, the authors form a set of evaluation indicators and indicate the period of analysis. The result of the study is the development of an indicator for assessing the level of sustainable development of the city’s residential and communal services objects and a roadmap for their development strategy. The road map is prepared taking into account the introduction of modern endpoint technologies and digital tools in the work of state bodies. On the one hand, the proposed approach takes into account the internal complexity and heterogeneity of the city’s residential and communal services objects. On the other hand, it is a simple tool for effective management decisions of force structures, as it uses regularly available data.

The importance and complexity of solving problems related to the creation of sustainable urban infrastructure is often due to the complexity of the organizational and economic relationships that arise during the operation of its various elements [2].
